Pagerank is a score that Google and other search engines give to any indivdual websites pages. Basically, if you want to rank highly for a particular keyword phrase so that your website is seen above the competition then you need to pay attention to Pagerank.

Google for example has parameters that must be adhered to in order to improve your pagerank. This includes having other websites in a similar genre, that link to yours & have a good pagerank themselves.

If you would like to see the pagerank of websites that you visit then you might like to download and install the Google toolbar with pagerank (Google toolbar). It won't improve your ranking but will show if other sites have any pagerank.
